A Japanese garden is a miniaturisation of a country.
Fact:
Even in the smallest garden, there are no components in a reduced form. Tiny stone lanterns are, for example, Western marketing strategy inventions. Actually it is an abstract area heart compaction which can be expressed even with a single stone and fern.

There are public gardens which are usually referred to as kouens and more individual ones called niwas.
Kouens definitely do not avoid real landscape miniaturization and proper cultivation of non-trimmed rhododendrons. See e. g. Kumamot Suizenji (Kyushu) or Okayam Kourakuen (Honshu) or the popular Ritsurinkouen (Takamatsu, Shikoku).
